As many of you are aware, Proposition R did not pass on April 7, 2026. This outcome has resulted in a significant reduction in funding for the Workshop. As a result, we are now faced with the difficult task of scaling back operations while seeking new ways to preserve employment opportunities for individuals with disabilities in Marion County, and to continue serving the community to the best of our ability.
In speaking with members of the community, it became clear that there was considerable confusion surrounding the proposition. Some believed it involved an increase to the existing $1.90 fee, others thought it introduced a new tax, and some assumed it would raise their HBPW bill overall. When it was clarified that the measure was simply a continuation of the current $1.90 fee supporting the Workshop, many expressed that they would have voted in favor.
Placing Proposition R back on the ballot for August would cost 2 Rivers approximately $10,000. As this expense has never previously been required, it is not accounted for in our current budget. In response, we have made substantial reductions in order to continue providing employment for disabled citizens and to maintain recycling services for the residents of Hannibal, albeit at a reduced level.
We are actively exploring potential changes to our operations; however, given the unexpected nature of this funding loss, any significant transition will take time.
We remain committed to our mission and will continue to keep you informed as developments occur.

We want to apologize for not being open today. There was some misunderstanding from staff. We will be open the 18th and 25th to make that up. There are many options being discussed but no official plan for the following months. We will continue as normal through April 30th.

We will update the public in the coming days on the next steps for 2 Rivers. We appreciate the many, many years of passing this and for the support of the recycling center and the hope, joy and encouragement you gave to the disabled individuals employed there. We will re-group and let you all know soon what we’ll do.

Residents of Hannibal, you’ll see on your ballot for April 7th, “Proposition R”. This prop. is on the ballot every 3 years for $1.90 for recycling. This fee goes towards the Sheltered Workshop to provide meaningful and productive employment for the disabled citizens of Marion County by offering a recycling service. This fee does a lot for the disabled individuals and helps provide them a job. This fee has been approved by the voters for many years and would be appreciated again this April.
NOTE: This is not a tax, new tax or tax increase. It is simply a continuation in supporting the Sheltered Workshop.

Due to confusion we are posting our calendar for the year and highlighted are the Saturdays we are open. We are open the 2nd and 4th Saturday of every month from 7:30am-3:00pm. We do not have office staff on these Saturdays so it tends to be harder to keep up with the phones on Saturday. We try our best to make our hours and days to better serve the public!
