For HLPUSD families, the Pasadena Location is one of the Closest and most convenient CSU College Night events, making it an excellent opportunity to explore college options and receive accurate information directly from CSU representatives.

For HLPUSD families, the Pasadena CSU College Night on Tuesday, September 22, 2026, from 6:00–8:00 p.m. at the Pasadena Convention Center, 300 E. Green Street, Pasadena, is one of the closest event locations and a convenient opportunity to connect with representatives from all 22 California State University campuses.

Whether your student is just beginning to explore college options or preparing to submit university applications, CSU College Night offers valuable information about admissions, financial aid, academic programs, and student support services. It is also an excellent opportunity for parents and families to experience a college information event firsthand, learn about postsecondary pathways available to California students, and begin planning early for their child's future educational goals.

📚❤️ The CSEA Chapter 115 Executive Board want to wish our members, students, families, and the entire Hacienda La Puente Unified School District community a successful and rewarding 2026–2027 school year.

As we welcome students back tomorrow, I want to recognize the dedication and hard work of our classified professionals who have been preparing, supporting, and helping make the start of this school year possible.

Behind every student's success is a team of CSEA 115 classified employees who help make learning possible each and every day. Whether supporting students in the classroom, keeping schools safe and welcoming, preparing nutritious meals, transporting students, maintaining our campuses, providing essential office and technical support, or ensuring district operations run smoothly, classified employees are an integral part of every student's educational journey.

Our members don't just work in our schools—they build relationships, solve problems, provide stability, and help create an environment where students can learn, grow, and thrive. I'm proud to share that my bill, AB 2148, has been signed into law by Governor Newsom.

As AI continues to evolve, AB 2148 makes clear that California's public school employees and contractors performing services in our public schools must be natural persons. While technology can be a valuable tool to support teaching and learning, it cannot replace the professional judgment, compassion, and care that educators and school employees provide to California's students every day.

Thank you to Governor Newsom for signing this important legislation, and to the California Federation of Teachers and the California School Employees Association for their partnership and advocacy.

Statement from Margaret Caldera, CSEA Chapter 115 President

Cal/OSHA has issued 10 safety citations totaling $11,250 to Hacienda La Puente Unified School District following safety complaints submitted by CSEA Chapter 115. All citations were issued to the District Office, and three of them—related to heat‑illness prevention plans and required employee training—also apply to all district sites.

Some of these concerns had been raised with the prior district leadership, yet they were ignored and not addressed. These complaints were submitted before the new Superintendent arrived in our district, and we look forward to working collaboratively with him to ensure safe working conditions for all CSEA 115 members. This includes expecting his administrative cabinet, district directors, site‑level leadership and supervisors to correct hazards promptly and ensure that safety concerns are not dismissed. CSEA 115 members deserve to be valued, respected, and protected.

I am sharing this information with our community because safety in our schools affects everyone — students, staff, and families. Transparency helps ensure that concerns are addressed and that our district remains accountable for providing safe learning and working environments.

The citations involve issues related to heat‑illness prevention, required safety training, equipment safety, fire safety, and access to required facilities such as restrooms. Cal/OSHA has ordered the District to correct all hazards by March 18, 2026.

📢 CSEA Members – Understanding the Rule of Ranks in Hiring

Here’s a clear explanation of how the Rule of Ranks works under the Merit System.

When a vacancy is being filled, the Personnel Commission follows the Rule of Ranks:

🔹 Candidates are placed into ranks based on their exam scores.

🔹 Each rank may contain multiple candidates—everyone with the same score is placed in the same rank.

🔹 For each vacancy, the Personnel Commission certifies the top three ranks to the district.

🔹 The district may interview and select any candidate within those three ranks.

🔹 After each hire, the next rank is added so that three ranks remain available until all vacancies are filled.

🔹 This system ensures fairness, transparency, and prevents the district from bypassing higher‑ranked candidates.

📢 CSEA Members – Important Info About Hiring Rules

We want to make sure everyone understands what happens when a district refuses to choose from the certified ranks during a hiring process.

Under merit‑system rules, the district must make a selection from the top three ranks (or whatever ranks the Personnel Director certifies).
If the district refuses to choose anyone from those certified ranks, the Personnel Director will vacate the position.

What does “vacate” mean?

It means the job must stay empty. No temporary, substitute, provisional, or emergency employee can be placed in that position. The district cannot fill it in any way.

The position stays vacant until either:
✔️ The district finally selects someone from the original certified list, or
✔️ The eligibility list expires.

This rule protects the integrity of the merit system and prevents districts from bypassing higher‑ranked candidates.
