Practical advice: offside position/offside offence

If an offside offence occurs, the referee awards an indirect free kick where the offence occurred, including if it is in the player’s own half of the field of play.

Play is NOT restarted from the offside position (which is determined at the moment the ball is played or touched by a team-mate).

OFFSIDE OFFENCE

A player in an offside position is only penalised on becoming involved in active play.

Depending on the situation, the free kick will be taken from the place where the player:
➡ plays or touches a ball passed or touched by a team-mate
➡ clearly obstructs the opponent’s line of vision and thus prevents the opponent from playing (or being able to play) the ball
➡ challenges an opponent for the ball, clearly attempts to play the ball or makes an obvious action which clearly impacts on the opponent (e.g. jumps for a header)
➡ plays the ball or interferes with an opponent when the ball has rebounded off the goalpost, crossbar, match official or an opponent, or has been deliberately saved by any opponent

In general, all free kicks are taken from the place where the offence occurred. The referee must be also aware of the provisions in Law 13.2. If the offside offence occurred within the opponents’ goal area, the free kick may be taken by a defending team anywhere in that area.

EXAMPLE 1

A defender (Team A) starts an attack and tries to make a long pass to an attacker (Team A) who is standing in an offside position in the opponents’ half. After that, the attacker moves back into Team A’s half and plays the ball.

Correct decision:
The indirect free kick will be taken by Team B from the place where the attacker interfered with play (played the ball).

EXAMPLE 2

An attacker is in an offside position at the moment when a team-mate takes a shot on the goal. The ball rebounds off the crossbar and goes to the attacker who plays the ball in the opponents’ goal area and scores a goal.

Correct decision:
The indirect free kick will be taken by Team B from anywhere in their goal area.

How football has changed

Before 2019, any number of players may contest a dropped ball (including the goalkeepers) and the referee could not decide who was allowed to contest a dropped ball or its outcome.

This procedure often led to an aggressive confrontation or a ‘manufactured’ restart which was ‘exploited’ unfairly (e.g. kicking the ball out for a throw-in deep in the opponents’ half).

Since 2019, the ball is dropped for:
➡ one player of the team that last touched the ball at the position where it last touched a player, an outside agent or, as outlined in Law 9.1, a match official
➡ the goalkeeper in their penalty area (if play was stopped in the penalty area / the last touch of the ball was in the penalty area)

Returning the ball to the team that last played it restores what was ‘lost’ when play was stopped, except in the penalty area where it is simpler to return the ball to the goalkeeper.

All players of both teams, except the player receiving the ball, must be at least 4 m away until the ball is in play.

How football has changed

In 2016, The IFAB clarified that the referee may only use yellow and red cards from entering the field of play at the start of the match until after the match has ended, including during:
➡ the half-time interval
➡ extra time
➡ kicks from the penalty mark

The new wording also emphasised that the referee may send a player off from the pre-match inspection onwards. If, for example, two players have a fight in the tunnel or in the pre-match warm up, they can not be allowed to play as this would risk match control and not be good for the image of the game.

Cautionable offences are reported to the appropriate authorities but yellow cards cannot be issued prior to the match or carried into the match.
