“This is absolutely a thrilling and humbling day,” Starr said. My parents would be honored beyond belief to have their name on this amazing facility.”

Starr Elementary officially cut the ribbon on our wonderful new community space! We were thrilled to celebrate this milestone alongside our incredible students, staff, and families.
Special thanks to our honored guests: Bart Starr, Jr., our Board of Education, current superintendent, former superintendent, and the many community members who joined us for this momentous occasion. Together, we are building a stronger future for our students! ✂️🎀🏫

While the 2026 Operational Referendum is about needed revenue, it is important to focus on the why. GBAPS has also developed an instructional-vision, which is an intentional effort to improve academic outcomes.

Over the summer, UnboundEd presented GBAPS with its 2026 GLEAM Instruction Showcase Award, recognizing the District's sustained, system-wide commitment to grade-level, engaging, affirming, and meaningful instruction. To maintain these efforts, it is important that the District is able to provide meaningful professional development, retain its highly qualified staff, and maintain reasonable class sizes.

Why is an operational referendum needed?

One factor is special education funding. For the 2026-27 school year, GBAPS is anticipating receiving approximately 38% reimbursement (which is what we received in 2025-26) for special education services, despite a state commitment of 45%, resulting in $5 million less in revenue than anticipated over the 2 year state budget.

For the last several years, the District has been transferring more than $30 million a year to cover the difference between the cost of services and what is reimbursed by the state.

As these unreimbursed costs continue to grow, they place increasing pressure on the District's operating budget. The 2026 Operational Referendum would provide funding to help sustain student programs, maintain services, and continue supporting the needs of all learners.
