Fort Howard Elementary School Fort Howard Elementary School is in the heart of downtown on Green Bay, Wisconsin's westside.

Fort Howard Elementary is one of the oldest and most historic schools in Green Bay. It rests in the center of one of the oldest historic sites in Wisconsin -- on the site of colonial Fort Howard! Keeping with the tradition of excellence at Fort Howard Elementary School, our staff is involved in the process of creating a school vision and mission to guide us through the next several years of school improvement. Throughout the year, staff members analyze student data to make informed instructional decisions that align with our core values and vision.

📚💜 Third Grade is GREAT! 💜📚
Our third graders have been hard at work on their Charlie and Carlitos literacy projects! Students have been showing off their Teamwork, Engagement, and Accountability as they work through the project and use evidence from the text to support their thinking.

We love seeing our Pioneers putting their GREAT values into action while growing as readers, thinkers, and teammates! Way to go, third grade! 💜

🚦🚲 Safety First, Pioneers! 💜

Mrs. Van’s 3rd graders had an awesome learning experience with the Center for Childhood Safety! Students learned important skills for safely crossing the street, using bicycle hand signals, and preventing concussions and other head injuries.

The fun continued with hands-on activities, including practicing street crossing and bucket stacking while wearing concussion-simulating glasses! Students also received their very own bike helmets, generously donated by the Center for Childhood Safety. 💜

A BIG thank-you to the Center for Childhood Safety for helping our Pioneers stay safe, make smart choices, and put their GREATness into action! 🌟

While the 2026 Operational Referendum is about needed revenue, it is important to focus on the why. GBAPS has also developed an instructional-vision, which is an intentional effort to improve academic outcomes.

Over the summer, UnboundEd presented GBAPS with its 2026 GLEAM Instruction Showcase Award, recognizing the District's sustained, system-wide commitment to grade-level, engaging, affirming, and meaningful instruction. To maintain these efforts, it is important that the District is able to provide meaningful professional development, retain its highly qualified staff, and maintain reasonable class sizes.

Why is an operational referendum needed?

One factor is special education funding. For the 2026-27 school year, GBAPS is anticipating receiving approximately 38% reimbursement (which is what we received in 2025-26) for special education services, despite a state commitment of 45%, resulting in $5 million less in revenue than anticipated over the 2 year state budget.

For the last several years, the District has been transferring more than $30 million a year to cover the difference between the cost of services and what is reimbursed by the state.

As these unreimbursed costs continue to grow, they place increasing pressure on the District's operating budget. The 2026 Operational Referendum would provide funding to help sustain student programs, maintain services, and continue supporting the needs of all learners.

🎉 Fort Howard Families Demonstrate GREATness! 🎉

Last night, Fort Howard families came together for a GREAT Family Bootcamp! 💚 Families demonstrated Grit, Respect, Engagement, Accountability, and Teamwork through a variety of fun and engaging activities, including Minute-to-Win-It games, box building, Expectation Jeopardy, egg carton murals, literacy activities, and First Nations Indigenous corn.

Families also gave back to the community by participating in a special community project with Glass Nickel! ❤️

We are so proud of our Fort Howard families for showing up, working together, learning, and making a positive impact in our community.
