🏈 HOMECOMING 2026: KNOW BEFORE YOU GO 🐯

The Grambling State University Police Department wants everyone to enjoy a safe, peaceful, and enjoyable Homecoming. As you celebrate, please be aware that Louisiana law regarding ma*****na and other controlled substances in school drug-free zones has changed.

⚠️ WHERE DOES THE LAW APPLY?

Louisiana’s drug-free school zone law applies:

• On school property
• Within 2,000 feet of school property
• On a school bus

For purposes of this law, “school” includes Louisiana public and private elementary and secondary schools, vocational-technical schools, colleges, and universities.

La. R.S. 40:981.3(A), (C)(1)

🚨 NEW LAW EFFECTIVE AUGUST 1, 2026

Act 305 of the 2026 Regular Session established a specific penalty for ma*****na possession violations occurring in a school drug-free zone.

A violation involving ma*****na possession under La. R.S. 40:966(C)(2) may result in:

• Imprisonment, with or without hard labor, for up to one year
• A possible fine of up to $1,000

La. R.S. 40:981.3(E)

💨 VA**NG IS INCLUDED

Act 305 also specifically addresses violations committed while smoking, va**ng, or otherwise abusing a controlled dangerous substance on school property, within 2,000 feet of school property, or on a school bus.

This can include va**ng ma*****na or THC that constitutes a controlled dangerous substance.

La. R.S. 40:981.3(A)(4)

⚖️ POTENTIAL FELONY CONSEQUENCES

Louisiana defines a felony as a crime for which an offender may be sentenced to death or imprisonment at hard labor. Because the new school-zone ma*****na penalty authorizes imprisonment with or without hard labor, violations may carry felony-level consequences.

La. R.S. 14:2(4)

📍 “I DIDN’T KNOW I WAS NEAR A SCHOOL” IS NOT A DEFENSE

Louisiana law specifically provides that lack of knowledge that the prohibited act occurred on or within 2,000 feet of school property is not a defense.

🎓 A NOTE FOR GRADES 6–12

Separate Louisiana school-discipline laws provide that a student in grades 6–12 found guilty on a first occurrence of possessing ma*****na, THC, or a chemical derivative on school property, on a school bus, or at a school-sponsored event may be recommended for expulsion. A second or subsequent occurrence is subject to the statute’s mandatory expulsion provisions and referral to the district attorney.

Law enforcement officers are invited to attend this specialized investigative training focused on fentanyl and opioid overdose death investigations.

This course will provide officers and investigators with the knowledge and skills necessary to safely and effectively respond to opioid overdose incidents and investigate overdose deaths when criminal activity may be involved.

Participants will receive instruction on crime-scene preservation, investigative lead development, witness and family interviews, evidence collection, digital evidence, suspect interviews, arrest considerations, and prosecution of drug distributors.

TRAINING TOPICS

* Recognizing indicators of fentanyl and opioid overdoses
* Determining circumstances contributing to an overdose death
* Preserving and securing overdose crime scenes
* Identifying and properly collecting critical evidence
* Personal Protective Equipment (PPE) and officer safety
* Legal authority for searches and evidence collection
* Securing cell phones, computers, tablets, smartwatches, and other electronic evidence
* Interviewing witnesses, family members, and associates
* Identifying the source, dealer, or distributor of narcotics
* Interviewing suspected drug distributors
* Developing probable cause and determining appropriate arrest points
* Understanding applicable state criminal charges
* Building a comprehensive overdose death investigation
* Working with prosecutors to develop cases for successful prosecution

Grambling State University Police Chief Rodney Demery and Clark Atlanta University Police Chief Debra Williams came together to speak about campus safety, partnership, and continued collaboration between our universities and police departments.

The competition may happen on the field, but when it comes to protecting our students, fans, faculty, staff, and communities, we’re on the same team. 🤝🏾
