The quality of the education is arguably related to the skill of the educator.
Part of that skill is the quality of their training and their exposure to lived experiences.
It is not enough to know how to use a drill.
You have to know the material to which you apply the drill.

"Results this year from the IREAD-3, the state’s third grade reading exam, showed a passage rate nearly 10 percentage points behind the top rate of 91.4 percent a decade ago."
Elementary student reading tests scores often serve as a projection of prison population changes. The more students that do not pass the tests the more prisoners the state has.
This also supports the businesses that profit from prison labor.
If you do not want your student to earn pay at prison wages make sure they know how to read very well before they get to 3rd grade.
