California’s State Board of Education approved 31 literacy training programs as part of the state’s $200 million investment in literacy professional development. EdSource’s coverage includes GO Public Schools’ comments on differences in the programs’ evidence ratings.

Ahead of the decision, our letter focused on access to high-quality instruction for English learners and multilingual learners. It emphasized preparing educators to support reading and language development together. The letter warned that waiting to address weaknesses in literacy training could cost students instructional time and widen opportunity gaps, and called for minimum evidence standards in foundational reading and English learner instruction from the outset.

The Board removed six programs from the proposed list and directed CDE to provide detailed information to help districts compare options.
