"Thank you for your comments on this very difficult situation. The City of Loyalton contracted with CalPERS in 1986 and regularly paid its long-term obligations for the pensions they promised its employees. However, the City decided to end its contract and at that time CalPERS had to bill the City for the funds needed to pay the pensions to its retirees. Once an employer ends its contract, CalPERS has no ability to retrieve contributions in the future but is still obligated to pay pensions to retirees and fulfill the obligations made by the employer. Unfortunately, Loyalton defaulted on its payment and by law CalPERS was forced to reduce pensions." --Michael Bilbrey
