Tutors may also help their students prepare for examinations, such as a driver’s license exam or U.S. citizenship test.
The Literacy Council of Frederick County (LCFC) is a nonprofit, nonsectarian, educational organization of volunteers who are dedicated to helping fellow adult residents learn to read, write, and speak English. LCFC offers programs in Basic Literacy, English as a Second Language, Workplace English, Parent Literacy, and special services such as assistance with basic computer skills, simple math literacy, GED prep, and health literacy classes.

Kay Mackley was one of the "Founding Mothers" of the Literacy Council of Frederick County. She organized the Council with Dolly Engle in 1963 after discovering that many of the farm workers who came to Frederick were illiterate.
