First Command Educational Foundation (FCEF) is a 501(c)(3) public charity dedicated to empowering military families to build lasting legacies through education. Since 1983, FCEF has supported the military community by providing over 5.6 million dollars in scholarships.

- We award an average of $125,000 annually in scholarships

- We partner with military affiliated community organizations to supp

ort their scholarship programs through the Carroll H. Payne Scholarship Program

- In 2025, we launched our Military Spouse Scholarship Program; supporting the educational goals of military spouses

- We manage and administer seven scholarship endowments; honoring the legacies of loved ones through scholarships

Tuscan has been accepted to Dallas Baptist University and it’s no surprise why! He ranks in the top 6% of his graduating class, something worth bragging about since he accomplished this while taking honors, dual credit, and advanced placement classes! His strong academic work ethic, dedication to volunteerism, and commitment to serving other exemplify the qualities of a true servant leader, values important to Tuscan and a key reason he chose Dallas Baptist University.

Eligible Veterans are:
