H.R. 1 is bringing major changes to Medicaid: new eligibility rules, work requirements, more frequent renewals, and shorter retroactive coverage windows are rolling out over the next several months.

Members need clear, timely explanations of what's changing and when. Caseworkers and call centers need training before the volume hits. Agencies need a rollout plan that carries teams through every phase of the transition.

State Medicaid leaders invest heavily in measuring technology readiness before a go-live. But what about the people running these systems every day?

At MESC 2026 in Portland, that question kept coming up in conversation after conversation, alongside CMS's new IT standards RFI, agile oversight models, and H.R. 1 implementation. Our takeaway: user readiness deserves the same rigor as system readiness, and CMS's open RFI is a real chance to help shape what that looks like.
