Yesterday, March 27, 2019, HUD released an updated version of the 4000.1 handbook, the first revision in over 2 years. There were many changes and clarifications in all areas of FHA lending. Some of the changes in the underwriting and processing functions include:
• additional sales contract language and appraiser notification requirements for properties encumbered by PACE obligations;
• clarification of when a subordination agreement is needed for federal liens
• clarification on income from tips;
• updated guidance on the transfer of gift funds; and
