Most municipalities shop for managed IT the way they'd shop for any vendor: lowest cost, longest feature list, biggest name. Response time shows up on the checklist, but it's treated like a tiebreaker.

It shouldn't be.

When a dispatcher can't access a system at 2 a.m., or a CJIS audit surfaces a gap nobody caught, what actually matters is whether your IT partner knows your environment well enough to fix it fast and not just fast in general.

Most practices fail their HIPAA audit before the breach ever happens.

The gap isn't intention — it's documentation. Specifically, the risk assessment that proves you identified vulnerabilities before anything went wrong.

Here's one thing you can do today: open your most recent risk assessment and check the date. If it's older than 12 months, it's already a liability. HIPAA requires ongoing review, not a one-time checkbox.

A dated or missing assessment is the first thing auditors flag — and the hardest to explain after the fact.
