The Formal initiation of the three Neophytes was held on the third Weekend of October 1946 in Philadelphia, PA through the office of the National Executive Secretary, Brother H. The three new members were assigned to the Graduate Chapter located in the Third District of the Fraternity. Through the efforts of Brother Gibbs and Brother Moultrie, the three new men and the chapter were reassigned to the Second District. Brother James C. Hardcastle, Brother Wayman Scott and Brother W. Richard Wynder became the Founders of the Psi Iota Chapter of the Omega Psi Phi Fraternity Inc. Psi Iota was the FIRST Black Greek Lettered organization in the state of DE. Psi Iota's undergraduate chapter is Psi Epsilon - which is campused on Delaware State University, Dover Delaware.
