All,

Assessments that we received in the mail showing 2025 values, will be the assessed value for use next year on tax payments starting Fall 2026 and Spring 2027. What we will be paying this year in Fall 2025 and Spring 2026 will utilize the 2024 values. Note: assessments multiplied by the rollback (47.43% for this year) equals your taxable property value

The consolidated levy rates being discussed/finalized right now from local taxing authorities (County, City, School, etc) will be multiplied against your 2024 taxable property value. Next year's consolidated levy rates will be multiplied against your 2025 taxable property value.

Based on just seeing the assessed values having gone up, if the consolidated levy rate that is finalized this year, remains the same rate for next year, and the rollback is unchanged, total payment for your property will increase. If the rollback is decreased or the consolidated levy is decreased, you will pay less.

Assessment x Rollback = Taxable Value
Taxable Value x Consolidated Levy = Property Tax

With last Monday's school board meeting and the hearing for the proposed tax rate, I have provided below some graphs on property tax dollars, tax rate, and taxable property valuations. It's important to know that one variable alone (i.e. tax rate) won't tell the whole story.

Over the past decade plus, it may be surprising to see that our tax rate for the school has decreased linearly, yet when looking at your tax bill for that same period, the total dollars you pay in taxes has steadily increased! That's because taxable property valuations have increased. The tax rate and taxable property valuations multiplied together is what determines the total dollars coming from tax payers.

In the period from 2012 to 2024, taxable value (yellow line) has increased by over $300M. Even with the decreasing tax rate (blue line), the total dollars from property taxes for the school has increased from $6M in 2012 to over $9M in 2024 (red line). That is a significant increase. A lot of that increase could be understandable due to the nature of everything naturally costing more overtime but most likely is not the sole reason. Bottom line: tax rate and taxable property valuations go hand-in-hand for what you and I pay in property taxes.

As a bonus, I included the income surtax money as well at the end for those interested in how much money is being generated through that income related tax.

All, tonight at 6 PM is the Public Hearing on the Proposed Property Tax Levy for Fiscal Year 2025-2026. Located at the Middle School Media Center, 425 E. 11th Street, DeWitt, Iowa.

At 5 PM will be the community discussion where you can ask questions and get feedback from two board members and the superintendent.

Central Dewitt Community, I am running for my currently held seat in the school board special election coming up on April 8th. There is a great deal of work to do as we continue rebuilding to be better than ever before. My focus forward is on the core: finances must be stabilized, the pursuit of academic and polytechnic achievement, and rewarding our teachers with competitive compensation to retain/attract talent. Attached below you will find a brief financial look on what is called our Unspent Authorized Balance. It's crucial in these next years to continue finding efficiency within our system to provide the best student-learning outcomes while building our financial base. We can do it.

All, reminder that this coming School Board meeting at 6 PM on Monday the 17th will have a 5 PM community discussion session where you can ask 2 board members and the superintendent about any questions you have and they can respond. It is an excellent discussion time to gain understanding and provide feedback.

Tomorrow night is the regular school board meeting. The community discussion session starts at 5 PM followed by the board meeting at 6 PM, located in the Middle School Media Center. The community discussion session is an excellent opportunity to ask questions to the board president, another board member, and the superintendent.
