On April 6th, 2022, Detroit City Council President Mary Sheffield requested that the Legislative Policy Division draft a resolution to officially establish March 13th as ‘313’ Day in the city of Detroit. Since the early 1900’s, majority of the Black population in Detroit had been born outside the area within the south, also significant with Detroit’s culture and city whose area code (313) defines the infrastructure and citizens of traveled parallel migrated pathways. In 1939 Ramon “Ray” Scruggs becomes the first Black manager employed by Michigan Bell in Detroit. In 1946, Black American Switchboard Operators Lillian Campbell, Jacqueline Oliver, Wilhelmina Irvin, and Josephine Taylor begin working in Detroit exchanges operated by Michigan Bell. The North American Numbering Plan and system was not immediately operational when first published, as none of the initially assigned 86 NPAs were actually in service in 1947. They were placed in service over a period of several years when the codes were actually put into service and gradually implemented as No. 4 toll switching systems were installed beginning in 1948. Direct distance dialing was demonstrated as first customer-dialed direct call using an area code made from Englewood, New Jersey, to Alameda, California on November 10, 1951. #313
