The School District of West De Pere is facing growing budget deficits due to a combination of limited state funding, an inequitable state funding formula, and rising expenses.

While cost-saving measures have been implemented, they are no longer enough to offset the financial gap. Without the permission to reallocate current district funds to operating expenses, reductions that impact our students will be necessary.

On Tuesday, November 3, 2026, voters in our community will consider an operational referendum that would provide the district permission to reallocate critical funding to maintain and support our schools and students.

Wisconsin schools operate under a state-imposed revenue limit, which caps the amount of funding they can receive from state aid and local property taxes.

While the cost of educating students continues to rise each year, the revenue limit has not kept pace with inflation and increasing operational costs. As a result, many Wisconsin school districts face growing financial challenges, even when they carefully manage their budgets.

When state funding and the revenue limit do not provide enough resources to support day-to-day operations, Wisconsin law allows districts to ask local voters for permission to temporarily exceed the revenue limit through an operational referendum. This referendum, asks for permission to reallocate current resources to operating expenses while staying within the current overall budget and will have a zero impact on the mill rate.

If the operational referendum is approved by voters this November, there would be a net-zero impact on the district’s mill rate.

The district’s mill rate will not increase as a result of an approved referendum. However, property taxes could increase related to the estimated fair market value of property, which is determined by the State Department of Revenue.

If the operational referendum is approved this November, it would provide the School District of West De Pere with permission to reallocate $4.9 million annually through the 2032-33 school year.

The district would use this critical funding to address the following priorities:
✅ Resolve projected budget deficits and maintain financial stability
✅ Restore and maintain a responsible fund balance
✅ Maintain current class sizes
✅ Maintain academic programs and course offerings
✅ Maintain student support services and extracurricular opportunities

The proposed referendum is expected to have a net-zero impact on the district’s mill rate. This means that property taxes will not increase as a result of an approved referendum. However, property taxes could increase related to the estimated fair market value of property, which is determined by the State Department of Revenue.

The Intermediate/Middle School Bellin Run team took part in the 50th Bellin Run.

Students began training in April and showed incredible dedication and perseverance. They pushed themselves during each practice and worked hard to reach their goals.

After students headed out for the summer, our staff gathered together for one final, special tradition: sending off the incredible Mrs. Lutz into retirement!

For years, at both Westwood Elementary and the Intermediate School, Mrs. Lutz has been a cornerstone of the 5th-grade team. Her dedication and passion for teaching have left a lasting mark on our students and teachers. The halls of the Intermediate School won't be the same without her!

Thank you, Mrs. Lutz, for your years of love, guidance, and hard work. We wish you the most relaxing, well-deserved retirement. You will be missed!

🏆 That’s a Wrap! ✨

We had an incredible last day at the Intermediate School! Our final assembly had a great year-in-review from Mr. Marsden, recognition of students with perfect attendance, and a photo slideshow of our 6th graders' time at the IS.

We also had our annual dodgeball tournaments! The students brought the heat, but the teacher teams remain undefeated! 🥇 Better luck next year, kids! 😉
