There is NO size restriction for reidentifying a gray or white conductor inside a cable assembly or flexible cord as an ungrounded conductor. The size restriction of 4 AWG and larger only applies when you are reidentifying a conductor that isn’t white, as a grounded conductor. Let me know if you have any questions.

It’s not a code violation to use a white wire as an ungrounded conductor, as long as it’s part of a cable assembly, and as long as it’s re-identified as an ungrounded conductor according to 200.8(C). Let me know if you have any questions.

The term “neutral” is almost never incorrect, only in rare cases. Remember, all neutrals are grounded conductors, but not all grounded conductors are neutrals. Let me know if you have any questions.
In case you didn’t know, it’s a code violation for the continuity of a grounded conductor to depend on a metal enclosure, raceway, or cable armor. In this case, the neutral was connected at separate points to the CT cabinet, effectively making that portion of the cabinet a part of the grounded conductor. Let me know if you have any questions.
When running PVC CONDUIT, the rules are a little bit different than when you’re running other types of conduit. The supporting requirements are a lot closer than other methods, and you will most likely need an expansion fitting.
