December 2nd is National Special Education Day! In 1975, the first federal special education law was passed, known as Education for All Handicapped Children. In 1990 the law was amended and renamed Individuals with Disabilities Education Act!

A Prior Written Notice(PWN) is required when the school district proposes or refuses:

*to change your child's identification, evaluation, or placement
*to provide a free and appropriate public education
*to initiate or change your child's individualized education plan(IEP)

A Prior Written Notice should include:

*A description of the action being proposed or refused
*An explanation of why the action is being proposed or refused
*A description of any evaluation, assessment, or report as the basis
*A copy of the procedural safeguards
*Information on how to contact resources for assistance in understanding the procedural safeguards
*A description of the options considered by the ARD committee and why they were rejected, changed, or proposed
*A description of the factors considered in the district's proposal or refusal
