Good news for Maryland precious metals buyers!
Governor Wes Moore has signed Senate Bill 309 into law, expanding the sales-tax exemption for qualifying bullion and coin purchases.
The exemption now applies to purchases made anywhere in Maryland (the $1,000 minimum still applies). This will make it easier for investors and collectors to buy locally and support Maryland coin shops and dealers.
The bill passed both chambers unanimously on April 10, 2026, thanks to strong advocacy from the National Coin & Bullion Association and the Sound Money Association of Maryland.

New Mexico is one of the few remaining states with no sales tax exemptions for any form of numismatic material. Coins, bullion, and paper money are all currently subject to the state’s 4.875% sales tax. We hope to change that in the coming years!
Since our establishment in 1983, we have developed important relationships with many government agencies—in fact, they often contact us for input from our industry before laws and regulations are finalized. Through our work with these agencies, we sometimes obtain critical, industry-specific clarifications that we make available to our members. Some of these clarifications are available exclusively through NCBA—even an IRS examiner may not have access to these documents. Pat Heller, our Industry Issues Advisor, began collecting coins at the age of 11. In 1981, he became president of Liberty Coin Service in Lansing, Michigan, where he now serves as communications officer. In the late 1990s, Pat led the successful effort to establish a precious metals bullion and coin sales tax exemption in Michigan. He later documented that the resulting industry growth enabled the Michigan Treasury to replace and collect more than 100% of the tax revenue eliminated by the exemption. This research has since been used—often alongside Pat’s personal appearances before legislators and state officials—to help gain, expand, or restore comparable sales tax exemptions across the country.
Pat has also contributed significantly to numismatic education by speaking to more than 100 school classes and teaching coin collecting to Scouts, 4-H groups, and visitors at the Michigan Historical Museum. From 2007 to 2019, Pat served on the ANA Finance and Budget Committee, including most years as committee chair. For NCBA, he served on the board of directors from 2002 to 2022 and as treasurer from 2002 to 2019. He is now a valued member of our staff!

Building on the momentum and relationships established during last year’s Hawaii State Numismatic Association Coin Expo, we are now preparing a coordinated statewide campaign to introduce and pass GET-exemption legislation in the 2027 session. We are re-engaging the original sponsors of HB 1724 from 2024, along with other supportive lawmakers, and we are actively seeking Hawaii-based leaders and grassroots advocates who are ready to help move this bill across the finish line.
