Next stop: Florida! There was a different atmosphere around the capital compared to the other states. There was intense security surrounding the capital. The security guards were locked and loaded.

FLORIDA TAKES MAJOR STAND AGAINST CHILD TRAFFICKING

Aerial Recovery hopes to see more states following suit. Harsher penalties will make people think twice. See below for details about the law enacted:

Starting October 1, 2025, Florida’s new law (SB 1804) establishes “capital human trafficking of vulnerable persons for sexual exploitation” as a capital felony.

It applies to adults 18 or older who knowingly initiate, organize, plan, finance, direct, manage, or supervise a venture that subjects:
	•	a child under 12, or
	•	a mentally defective or mentally incapacitated person of any age

…to human trafficking for sexual exploitation.

Convicted offenders may face life imprisonment without parole or the death penalty, if at least two aggravating factors (such as prior convictions, use of violence, or victim vulnerability) are proven beyond a reasonable doubt.

This builds on Florida’s 2023 law (HB 1297), which first authorized the death penalty for sexual battery against children under 12. Prosecutors have already pursued capital charges under that earlier law in 2025 cases in Monroe and Putnam Counties.

Impact on anti-trafficking efforts:
	•	Directly targets organizers and profiteers of exploitation
	•	Closes gaps that left traffickers with lighter penalties than direct abusers
	•	Provides a model as other states consider expanding death-eligible offenses for child crimes
