The animal welfare world lost an incredible human being and advocate. April DeManss was the kind of person who made everyone feel welcomed and valued. Her enthusiasm for life, desire to change the world, and huge heart will never be forgotten.
Rest easy, April. We’ll take it from here and ensure that your legacy lives on.

Happy National Animal Control Appreciation Week
03/05/2026
Thank you for the kind words!
Last week, Investigator Foster completed the third and final level of the National Animal Cruelty Investigations School through the University of Missouri Extension Law Enforcement Training Institute - LETI, earning certification as an Expert Animal Cruelty Investigator.
This nationally recognized program has trained animal cruelty investigators for decades and uniquely combines specialized veterinary expertise with advanced law enforcement instruction to prepare officers for complex and often challenging cruelty cases.
In addition to this national-level certification, Investigator Foster is also a Texas Certified Cruelty Investigator. Her continued professional development directly strengthens our ability to thoroughly and professionally investigate animal abuse cases within Madison County.
While the Madison County Sheriff’s Office does not operate a dedicated animal control division or county shelter, we take animal cruelty seriously. Reports of abuse will be investigated. Animal cruelty is frequently linked to other forms of violence, and addressing these cases is part of our broader commitment to protecting vulnerable members of our community.
This achievement was made possible through the Paige Anderson Scholarship, which covered 100% of the training cost. The Paige Anderson Fund was created in memory of Paige Anderson, co-founder of Animal Investigation & Response (AIR). AIR is a Texas-based 501(c)(3) organization that assists law enforcement agencies with animal abuse investigations, animal hoarding cases, and disaster response efforts at no cost to those agencies.
Investigator Foster has proudly volunteered with AIR since 2023, further strengthening the partnership between our office and a statewide network of animal protection professionals.
We are grateful to AIR and the Paige Anderson Fund for investing in training that directly enhances public safety in Madison County.
If you believe in supporting advanced law enforcement training and protecting vulnerable animals, we encourage you to follow Animal Investigation & Response and show your support for the Paige Anderson Fund. Continued community support makes opportunities like this possible.
Together, we raise the standard.
