You can want your team to take more ownership and still be teaching them to depend on you.
It happens when every decision still comes back to the owner. When feedback gets overridden because “I know what works.” When solving the problem yourself feels faster than slowing down long enough to help someone else learn how to solve it.

Over time, the team gets the message: wait for the answer.
Then leadership gets frustrated because nobody takes initiative.
