The omnibus and minibus bills that America is accustomed to are a violation of regular order (i.e., separate votes on the 12 independent appropriations bills).
The continuing damaging procedure of voting on several independent bills amassed into one bill, on a take-it-or-leave-it basis, supports big spending. Grouping several bills together into a minibus or omnibus allows congressmen to argue that they had to support the bad in order not to reject the good. In fact, many bad features and poison pills slipped in by congressional leadership get approved in this way.
Neither principled congressmen nor the public need accept this violation of regular order. A tough, constitutionalist Senate or president would refuse to accept a minibus or omnibus.

Massive unconstitutional spending is destroying America’s opportunity and, if continued, will rob us of our freedom. And that foundation of unconstitutional spending is supported by an overwhelming majority of Republicans, who conveniently focus on a few examples of waste and posture as opposing excessive increases.
Indeed, wasteful spending is inevitable when government has grown beyond the point where Congress can manage it. The solution is backbone in Congress, supplied by informed and activated constituents, to start phasing out unconstitutional departments and programs, returning the federal government to only its constitutionally assigned mission. Despite which political party is in power, the national debt rises. Here is the approximate increase in debt under various U.S. presidents:
Ronald Reagan: 160%
George W. Bush: 72%
Barack Obama: 64%
George Bush: 42%
Donald Trump: 33%
Bill Clinton: 28%
Keep in mind that under the later presidents, the total dollar amount is far greater than that under the earlier presidents. For instance, Donald Trump's 33% amounted to roughly $6.7 trillion, while Ronald Reagan’s 160% amounted to about $1.6 trillion.

Much that Congress votes on has no chance of becoming law but is designed merely to impress constituents. Republicans are not exempt. Before reelection, study your Congressman’s votes and words. In a conservative voting district, an incumbent may propose an impressively conservative bill close to election time without preparing a foundation for its success. Performance during the whole two-year term should guide our votes.

Budget agreements are not the standard to which legislation should adhere. The standard should be what the Constitution allows. Realistically, the vast majority of budgeted spending is for unconstitutional programs and departments, which desperately need to be rolled back and eliminated due to our out-of-control national debt.

Americans should not allow the two parties to simply agree on how much more unconstitutional spending to add to the mix.

Preventing the consolidation of power is a basic principle of freedom. Measures to consolidate more power under the U.S. president are unconstitutional and should be opposed.

On April 26, 2024, Yahoo Finance posted an article by Tim Wallace entitled, “Trump to set interest rates himself under secret presidential plan.” If this report is true, Donald Trump seeks unconstitutional authority for the executive, which is nothing short of blatant power grab.

In 1913, Congress defied the Constitution with the Federal Reserve Act, which consolidated power over the economy in a central bank, as outlined by the fifth plank of the Communist Manifesto. Instead of the president assuming the Federal Reserve’s role, the Fed should be abolished and the power relinquished.

On January 18, the House and Senate passed a third Continuing Resolution for Fiscal Year 2024, without any cutbacks.
Government by CR may temporarily prevent out-of-control government spending from increasing, but it does nothing to bring spending under control — specifically to phase out unconstitutional spending and departments.
The continued congressional approval of out-of-control spending is a serious dereliction of duty. The Washington Post reported on January 2 that the U.S. debt rose above $34 trillion for the first time. It was only roughly 3 months since it passed $33 trillion.

As the Foreword to the September 1968 JBS Bulletin, Robert Welch gave us “A Cross Section of the Truth.” In it, he discussed three tools of the Conspiracy — money, war, and hatred.
