The National Emergency Response and Rescue Training Center (NERRTC) of the Texas A&M Engineering Extension Service (TEEX) was established in 1998 to enhance the capabilities of emergency responders and local officials to prepare for, respond to, and recover from catastrophic events resulting from natural events, man-made accidents, or terrorist attacks. Congressionally mandated and partially funde
d by the U.S. Congress, NERRTC was a founding member of the National Domestic Preparedness Consortium (NDPC). Since its inception, NERRTC has provided local, state, tribal and territorial jurisdictions with high-quality, hands-on, scenario-driven leadership training, exercises, and technical assistance. NERRTC assists and plays a major role in DHS/FEMA’s establishing and maintaining the concept of “culture of preparedness” and has sharpened its focus on that concept by incorporating an “all-of-nation”/“whole community,” risk-driven, capabilities-based approach to preparedness. NERRTC provides training in ten core competency areas across the community: cybersecurity, crisis communications, executive and elected officials education, hazardous materials awareness and operations, health and medical services, incident management, infrastructure protection, search and rescue, threat and risk assessment, and training gap analyses. NERRTC clients and customers include state and federal agencies, municipal and county governments, private industries, public school systems and university campuses, law enforcement agencies, emergency medical services, fire departments, public works departments, utility companies, and public health agencies. Since 1998, NERRTC has provided training for more than 450,000 responders in over 10,000 jurisdictions in all 50 states, U.S. territories, and the District of Columbia. A member of The Texas A&M University System, TEEX offers hands-on, customized training solutions. Supply chain disruptions are increasingly tied to cyber incidents. 🔐📦
Over the past year, TEEX Cyber instructors have been developing MGT354: Cybersecurity in Supply Chain Operations to help leaders better understand and manage cyber risk across vendors, suppliers and third-party systems.
We are excited to share the course has now entered the pilot phase, with the first delivery recently completed in San Antonio, Texas. 🚀

For Lydia, the best part of working at NDPTC is the people. Over the years, she has built lasting friendships with colleagues who understand the daily chaos of keeping the centers running. Whether celebrating successes, working through challenges, or sharing a laugh along the way, that sense of camaraderie is what makes the work meaningful for her. One of Lydia’s most memorable experiences was getting hands-on training at a consortium partner’s facility in Pueblo, Colorado, where she quite literally helped light a train on fire—an unforgettable example of the real-world training NDPTC partners deliver. She also values seeing firsthand the unique work each consortium partner does, which has deepened her appreciation for the broader mission. Outside of work, Lydia is a prolific crocheter who has made hundreds of creations for friends, family, and coworkers, and during bon dance season, much of her free time is spent dancing, teaching others, and supporting her son Ronin as he prepares for performances.

Our new 3-day course "Support that Saves: A Guide to Building and Sustaining Peer Support" will be in Poway, CA on January 6 - 8! This is a phenomenal new course we are super excited about and there are still seats available. This course is fully funded through DHS/FEMA so there is no cost to attend!
Our cybersecurity instructors had a strong presence at the International Association of Emergency Managers (IAEM) Annual Conference in Louisville, Kentucky, where they led multiple pre-conference courses for emergency management professionals nationwide.
On Friday, Nov. 14, TEEX delivered two simultaneous sessions of AWR376: Understanding Targeted Cyber Attacks led by:

• Wade McCain and Amber Reed
On Sunday, Nov. 16, Amber Reed and Wade McCain instructed AWR136: Developing Cybersecurity Resiliency for Everyone.
A special shoutout to the team members supporting instruction throughout the weekend, including DC Grant, Sean Kipybida, Michael Block and Carlos Garcia. Their leadership, collaboration and dedication help strengthen cybersecurity readiness across the emergency management community.

Celebrating One Year of PER-371: Cybersecurity Incident Response & Management
This month marks one year since the launch of PER-371 Cybersecurity Incident Response & Management, a course designed to strengthen cyber resilience across government, industry, and critical infrastructure sectors.
Developed and delivered by the Texas A&M Engineering Extension Service (TEEX), PER-371 equips participants with practical experience in managing cybersecurity incidents using the NIST SP 800-61 framework. Over the past year, teams across the nation have strengthened their ability to identify, contain, and recover from cyber events through realistic, scenario-based simulations that mirror real-world incident response operations in a dynamic training environment and on a digital cyber range.
Key outcomes from the first year include:
- Expanded national reach, training cybersecurity and emergency management professionals across multiple sectors
- Increased collaboration between public and private entities in incident response planning
- Strengthened readiness through realistic, scenario-based exercises that improve coordination and decision-making under pressure
- Enhanced community resilience by building local capability to prevent, respond to, and recover from cyber incidents that impact essential services
