OK, try this one more time after over 10 years of being a FireArm Instructor. I just did 2000 initial CCW Student. thank you everybody for choosing garcia’s fi****ms training. I’ve done over a couple thousand renewals FireArm safety certificates basic firearm classes and Eddie eagle classes with West Hills daycare Center and coalinga elementary school  my next Ccw Class coming up is this weekend April 11 and 12th don’t forget to sign up  and thank you again for choosing Garcia’s fi****ms training.

Several new California gun laws have taken effect or will soon be implemented in 2026, ranging from strict storage requirements to new limits on firearm purchases and specific bans on certain pistol models.

Key New Laws for 2026

Mandatory Home Storage (SB 53): Effective January 1, 2026, all fi****ms in a residence must be kept in a locked safe or a Department of Justice-approved firearm safety device. This law removes previous exemptions that only required locking when children were present.
Three-Gun Monthly Limit (AB 1078): Starting April 1, 2026, residents are limited to three firearm applications or purchases within any 30-day period. This replaces the "one-gun-a-month" law that was previously struck down by federal courts.
"G***k Ban" / Machinegun-Convertible Pistols (AB 1127): This law targets semiautomatic pistols with trigger designs that are easily modified into fully automatic weapons using a "pistol converter". Dealers must stop importing these models for civilian sale by January 1, 2026, with a total ban on sales and transfers taking effect July 1, 2026.
Accessory & Ghost Gun Restrictions (AB 1263): Effective January 1, 2026, this law significantly broadens the definition of "firearm accessories" and "manufacturing machines". It imposes new age and identity verification requirements for online sales of parts like pistol grips, flash suppressors, and stocks, and prohibits direct-to-consumer shipping for these items.
In-Person Barrel Sales (SB 704): Standalone firearm barrels can no longer be shipped directly to residents as of January 1, 2026. All barrel sales must now be conducted in person through a licensed dealer.

Additional Changes & Deadlines

Lost or Stolen Parts Reporting (AB 725): Beginning July 1, 2026, the requirement to report lost or stolen fi****ms is expanded to include "precursor parts," such as unfinished frames or receivers.
Insurance Disclosures (AB 3067): Starting in 2026, homeowners' and renters' insurance applications must ask if fi****ms are kept on the property and if they are stored securely.
Dealer Employee Training (SB 241): By July 1, 2026, all employees of licensed firearm dealers who handle fi****ms must complete annual training and pass a state-developed examination.
Microstamping Milestones: The Department of Justice is mandated to provide grants for microstamping component production by July 1, 2026, ahead of potential mandates for new handgun models in 2028.

Legal Status & Updates
The legal landscape remains fluid. While an appeals court recently ruled California's open carry ban unconstitutional in January 2026, the Attorney General is currently challenging that ruling, and existing restrictions generally remain in place pending further court action. Here’s some good information everybody

Concealed carry reciprocity determines whether one state recognizes concealed carry permits from another state.

There is no federal standard. Each state decides independently.

As of 2025, 29 states allow permitless carry.

In these states, residents and nonresidents can carry concealed without a permit if they are not prohibited from possessing fi****ms.

Twenty-one states still require permits.

The confusion starts when you cross state lines.

If you live in a permitless carry state and travel to a state that requires a permit, you still need a permit to carry.

Your home state must issue permits even if it does not require them for residents.

Many permitless carry states still offer permits specifically for reciprocity purposes.

Reciprocity is often not mutual.

Some states recognize permits from any other state.

North Carolina and Michigan honor all permits.

Other states condition recognition on comparable standards.

Minnesota recognizes permits from 33 states whose requirements the attorney general has deemed similar to Minnesota's standards.

Seven states refuse to recognize any out-of-state permits: California, Connecticut, Illinois, Maryland, Massachusetts, New Jersey, and New York.

Congress has repeatedly introduced the Constitutional Concealed Carry Reciprocity Act.

The 2025 version is H.R. 38 in the House and S. 65 in the Senate.

If passed, the legislation would require all states to recognize concealed carry permits from any other state.

It would also allow residents of permitless carry states to carry in all states without a permit.

The bill would effectively create nationwide permitless carry for anyone entitled to carry in their home state.

States with stricter permitting requirements would be forced to accept carriers from states with minimal or no training requirements, no live-fire qualifications, and no fingerprint-based background checks.

Critics argue this overrides state sovereignty and creates a race to the bottom.

Proponents argue the Second Amendment should not stop at state borders.

Under current law, you must research reciprocity agreements before traveling.

Some states require you to follow their specific carry laws even with a recognized permit.

Age requirements vary.

Many reciprocity agreements require the permit holder to be 21 even if their home state issues permits at 18.

The complexity is intentional.

States want control over who carries fi****ms within their borders.

Starting January 1, 2026, California's Senate Bill 53 makes mandatory secure firearm storage in residences for all gun owners, requiring fi****ms not under direct control to be in a DOJ-approved safe or with a certified safety device to prevent unauthorized access, especially by children, with penalties for violations.
