Prop 30

The purpose of Prop. 30 is twofold. First, it would seek to reduce greenhouse gas emissions by funding zero emissions vehicle (ZEV) incentives, including subsidies to purchase or lease ZEVs as well as funding for infrastructure to support the deployment of ZEVs, like charging stations.
Second, it would seek to prevent wildfires primarily by hiring and training more firefighters and engaging in other wildfire mitigation efforts. These new programs would be paid for by a tax increase of 1.75% on people with personal income over $2 million.

Prop. 28 would require California to fund arts and music education in K-12 public schools by an amount equal to one percent of the state government’s total spending on public schools from the previous year.

Prop 27

Prop. 27 would legalize and tax online sports gambling in California. After accounting for the state’s administrative expenses, 85% of the tax revenue from sports gambling would go to a new California state fund focusing on preventing homelessness and addressing gambling addiction. The remaining 15% would be used to support California Native American tribes that do not participate in online sports wagering.

We're proud to have Eric Figueroa '92, P'21, as the newest member of our Board of Governors!

Serving as the City Manager of Martinez since 2019 and guiding its City Council through the COVID-19 pandemic, Figueroa is one of the San Francisco Bay Area's top local government leaders.

After graduating from Claremont McKenna, Figueroa served as San Ramon's assistant city manager for nearly five years and also worked for the League of California Cities as a Regional Director. He is now the incoming president of the League's City Managers Department.

Figueroa’s experiences at Claremont McKenna prepared him for leadership in the public sector. While an undergraduate, he interned with the City of Los Altos and the U.S. Senate Budget Committee. He is also the proud parent of a recent CMC graduate and two other children.

“I am thrilled to take a position on the board of the Rose Institute. Claremont McKenna excels at building responsible future leaders, and the Rose is a major contributor to that mission," noted Figueroa. "I look forward to serving the students and staff for years to come.”

“Eric is an outstanding practitioner who will bring real-world insights to our research,” said Rose Director Ken Miller. “The board continues to add new members with diverse backgrounds and viewpoints to enrich the institute’s student experience and policy analysis.”

Say hello to Lisa Pitney CMC ’89, vice president of government relations for the Walt Disney Company and the newest member of our Board of Governors!

Pitney has worked for Disney since 1996. She has also served on the boards of numerous organizations, including the Public Policy Institute of California, the Valley Industry and Commerce Association, and the Los Angeles Area Chamber of Commerce.

She also has had a long association with Claremont McKenna, having graduated Phi Beta Kappa before earning a Master of Public Policy degree from Harvard's John F. Kennedy School of Government. Additionally, Pitney is married to John J. Pitney, Jr., CMC's Roy P. Crocker Professor of Politics, with whom she has two children.

“My career has involved the interaction of business, government, and local communities. Rarely have I seen an institute like the Rose that is so adept at preparing undergraduates for careers in these overlapping fields,” stated Pitney. “I am eager to join the board of the Rose and contribute to its mission.”

“With her experience in the corporate government relations sector, Lisa has strong insights into public policy, as well as the business community’s responses to changing policies. Plus, she has a national viewpoint, having overseen Disney’s government relations efforts in multiple states,” said Rose Institute Director Ken Miller. “Her involvement with our board will bring tremendous value to both our research and the development of our students.”

Let's give a warm welcome to Sean Elsbernd '97, the newest member of our Board of Governors!

Sean began his public service career as a Rose Institute research assistant, becoming a Student Manager in his senior year. He has served in a variety of crucial roles since then, including two elected terms on the San Francisco Board of Supervisors, six years as Senator Dianne Feinstein's State Director, and now as San Francisco Mayor London Breed's Chief of Staff.

"Sean is an important addition to our Rose Board of Governors," noted Director Ken Miller. "His efforts to help San Francisco navigate big challenges have given him wisdom that he can share freely with our student and faculty researchers."

California continues to lose population, according to recent estimates by the California Department of Finance. After its first annual population loss in 2020 (182,083 residents), the state lost another 117,552 people in 2021.

Our new map, produced by Rose Institute researcher Thomas Short, shows that the population loss is concentrated in the state’s urban coastal areas (the San Francisco Bay Area and metro Los Angeles). Some rural and inland areas, including Riverside and San Bernardino Counties in the Inland Empire, saw modest population gains in 2021. Recently, Nohl Patterson and Adhitya Venkatraman passed the torch to our new Student Management Team: Cameron Stevens, Desmond Mantle, and Tara Mehra!

Nohl and Adhi have done an exceptional job leading the Rose as we returned to in-person work, revitalized many of our research projects, and recruited one of the largest New Hire cohorts in recent history. With Cameron, Desmond, and Tara now at the helm, the Rose will only keep moving forward.
