A strong learning community brings educators, learners, families, businesses and community partners together around a shared vision for what every learner should know, be able to do and become. That vision helps partners coordinate their efforts, contribute their distinct expertise and create connected opportunities for learners to develop and apply important competencies.

When communities move from fragmented expectations to shared responsibility, they can turn their aspirations for learners into coordinated action.

What if accountability systems measured what communities truly value for young people?

Kentucky is offering an inspiring example of how states can rethink accountability by looking beyond test scores and graduation rates. Through HB 257, districts are gaining the support, funding and flexibility to develop local accountability systems that reflect vibrant learning experiences, durable skills and community-defined outcomes. The work shows how state policy can strengthen locally driven innovation while creating a more complete picture of learner success. Most importantly, Kentucky's approach highlights the power of collaboration among educators, policymakers, students and communities to build accountability systems that prepare learners for lifelong success.

Many school systems invest heavily in new curricula, professional learning and innovative instructional models, yet meaningful change often fails to stick. Why? Because systems produce the outcomes they are designed to produce.
In this new resource, Jason Swanson and Deion Jordan argue that teacher evaluation is one of the most powerful — and underused — levers for transformation. When evaluation systems reward practices that no longer align with a district’s vision, educators receive mixed signals and innovation struggles to take root.
Three key takeaways:
• Systems drive behavior: If outcomes aren’t changing, the underlying structures, especially evaluation, they likely aren’t aligned with the vision
• Evaluation is a high-leverage rule: What gets measured shapes incentives, expectations, and daily practice across the system
• Transformation requires second-order change: Sustainable improvement happens when leaders redesign structures, not just introduce new initiatives
• Mindset shifts are necessary: For any change to occur, mindset shifts are necessary for education transformation
