Chapter 1, the Reading Assessment Framework, describes how PIRLS defines reading literacy and assesses reading achievement.
Chapter 2, the Contextual Framework, describes the information PIRLS 2026 collects about the contexts of students' reading development, both at school and at home.
Chapter 3, the Assessment Design, describes the organization of the PIRLS 2026 reading assessment, including details about the group-adaptive design.

The second PIRLS Insights report, COVID-19 Research Resources in PIRLS 2021, is out now. This guide for researchers describes how the COVID-19 pandemic impacted PIRLS 2021 and outlines the contextual data related to COVID-19 collected in the study. pirls2021.org/insights
PIRLS 2021 data cannot be used to make causal inferences about the impact of COVID-19 on student achievement. But it does include rich contextual data about instruction and learning at home and in schools during the pandemic, collected via the Home, School, and Curriculum questionnaires and contributions to the PIRLS 2021 Encyclopedia.
