The Virginia Policy Review (VPR) is the public policy journal of the University of Virginia Frank Batten School of Leadership and Public Policy. The graduate student review staff considers submissions throughout the academic year.

Introducing Panelist Toluse “Tolu” Olorunnipa! Olorunnipa is a National Political Reporter for the Washington Post, and has covered the past three presidents as a White House correspondent. He is also the co-author of "His Name is George Floyd: One Man’s Life and the Struggle for Racial Justice," to be published by Viking Penguin in May 2022. Introducing Panelist Andrew Block! Block is an Associate Professor of Law and the Director of the State and Local Government Policy Clinic at the University of Virginia School of Law. He has previously served as director of the Virginia Department of Juvenile Justice from 2014 to 2019, director of the Child Advocacy Clinic at the Law School from 2010-14, and was the founder and legal director of the JustChildren program of the Legal Aid Justice Center. In 2019 Block was appointed vice-chair of Governor Ralph Northam’s Commission to Examine Racial Inequity in Virginia Law which was tasked with both identifying and proposing the repeal of various Jim Crow laws that were still technically on the books in Virginia, as well as identifying policy proposals to address the racial disparities and other harms wrought by more than 350 years of intentional racial discrimination and oppression in the Commonwealth. Introducing Panelist Theresa Cardinal Brown! Brown is the Bipartisan Policy Center’s Managing Director of Immigration and Cross-Border Policy. She came to BPC from her own consulting firm, Cardinal North Strategies, LLC. Brown was director of immigration and border policy at the U.S. Chamber of Commerce; associate director of business immigration advocacy at the American Immigration Lawyers Association; and worked in the immigration practices of large Washington, D.C.-based law firms. She will be joining us on April 23rd for our panel on immigration policy. Introducing Panelist Shelby Gonzales! Gonzales is the Vice President for Immigration Policy at the Center on Budget and Policy Priorities. She focuses primarily on leading the CBPP’s work related to access to public benefit and other supports for immigrants and their families. Gonzales also provides strategic direction related to implementation of effective outreach and program simplification strategies to promote enrollment and retention in benefit programs. Introducing Dr. Elsie Harper-Anderson! Dr. Elsie Harper-Anderson is an Associate Professor and Director of the Ph.D. program, L. Douglas Wilder School of Government and Public Affairs at Virginia Commonwealth University. Her research examines the impact of macroeconomic transformation on regional economies and urban labor markets with a focus on social equity and sustainability. Her current research focuses on understanding entrepreneurial ecosystems and their impact on building inclusive economies. She is also currently examining the impact of COVID-19 and the C.A.R.E.S. Act on African American workers, businesses, and communities in Virginia. Dr. Harper-Anderson serves as Vice-Chair of the Governing Board of the Urban Affairs Association. She was also appointed to the Committee on Diversity for the Association of Collegiate Schools of Planning. Prior to academia, her work included significant experience administering and evaluating economic development, workforce development, and housing programs for local, state, and federal agencies. Harper-Anderson teaches courses in economic development, labor and employment, and urban development policy. She earned her Ph.D. in City and Regional Planning from the University of California, Berkeley, an M.S. in Public Management and Policy from Carnegie Mellon University, and a B.S. in Political Science from Lincoln University of Pennsylvania.

It’s here! The Virginia Policy Review is proud to announce registration for the 9th annual National Journal Conference! On Saturday, April 23rd from 9:00 am to 2:30 pm in the Dome Room of the Rotunda. Join us to hear from experts on topics from immigration policy to the role of public policy in journalism. Registration is $15, with free admissions for Batten undergraduate and graduate students and virtual attendees. Additionally, a free catered lunch will be provided.
