The Constitution of the Kiowa Tribe. Article XIV – Amendments – Section 1. Request for an Election. The Council may initiate the process to amend the Constitution by voting to take such action at a valid Council Meeting where the matter has been properly placed on the agenda. The Legislature may initiate the process to amend the Constitution by a unanimous vote calling a Special Election by law. The Election Commission shall call and hold a Special Election to amend the Constitution within ninety days of receipt of a request from the Counsil pursuant to approval by the voters or the Legislature.
Section 2. Requirement for Passage. – The Constitution may be amended by a majority vote of the voters who vote in the Special Election; provided, that at least thirty percent of the voters cast a vote in the Special Election. Amendments approved by the voters shall become effective immediately unless otherwise indicated in the amendment

The Special Election was held on Saturday, October 17, 2026.
The votes in favor of the proposed Amendment 1- KIC-CY-0004-2026 (to remove the 30% requirement to amend the Constitution) were 1196 or 83.52%. The votes against the proposed Amendment were 236 or 16.48%.
The votes in favor of the proposed Amendment 2 – KIC-CY-0009-2026 (Blood Quantum) was 1220 or 85.61%. The votes against the proposed amendment were 205 or 14.39%.
The Total vote count was 1433. To amend the Constitution, the votes needed to be 2813. The total vote count was less than the 30% requirement therefore the two proposed amendments did not pass.

The Kiowa Election Commission has certified that the two proposed amendments presented on the Special Election Ballot did not pass.

We, the members of the Kiowa Election Commission, do hereby certify these election results to be a true and accurate abstract of the votes cast in the election herein. We further certify that said election was conducted in accordance with the Constitution of the Kiowa Tribe.
