On July 12, 2026, Governor Shapiro signed House Bill 1505 into law as Act 20 of 2026, the omnibus Public School Code bill accompanying this year’s state budget. https://hubs.ly/Q04sfFq_0

Pennsylvania HB 1505 strengthens school bullying prevention by requiring prompt investigation of bullying and cyberbullying reports, parent notification, regular policy review, annual reporting, expanded staff training, and updated definitions that recognize AI-enabled cyberbullying. The legislation also reinforces bullying prevention as an essential component of school safety and positive school climate.

As schools prepare to implement these new requirements, the Olweus Bullying Prevention Program (OBPP) team is available to help districts understand the legislation, strengthen existing policies and practices, and support implementation of comprehensive, evidence-informed bullying prevention strategies that go beyond compliance to create safer, more positive school environments. The Olweus Bullying Prevention Program (OBPP) School Coach Course is more than professional development—it's the first step in building a sustainable, schoolwide bullying prevention system.

After completing the course, schools gain access to research-based tools and ongoing support to guide implementation, including:
✔ The Olweus Bullying Questionnaire (OBQ), with annual student survey data reports and an upcoming interactive dashboard to help measure progress.
✔ A comprehensive library of implementation guides, team resources, and classroom materials.
