Executive Director of Camden Area Health Education Center Martha Chavis said she expects to begin providing the service, which prevents the transmission of diseases like HIV, AIDS and Hepatitis B and C by providing sterile syringes to intravenous drug uses, around October.

Needle Exchange Program to Return to Camden CAMDEN, NJ— The Camden City Council approved a resolution Tuesday night that allows for the return of a needle exchange program to the city, a service that has been absent for two years.

Syringe Access Programs (SAP) is a community-based programs that provides access to sterile syringes, needles and other injection equipment and facilitate safe disposal of used needles and syringes. Clients can bring in used syringes and leave with new sterile syringes. SAP provides a comprehensive approach to harm reduction by integrating behavioral interventions and access to services to prevent and reduce the transmission of HIV and other blood-borne diseases.

Our SAP site is co-located with an Access to Reproductive Care and HIV (ARCH) Nurse who provides services to prevent vertical HIV and Hepatitis C transmission through the early identification of high-risk women (i.e., females of reproductive age who injects drugs).

The New Jersey SAPs have served to bridge major health gaps in services for people who inject drugs (PWID) by providing services such as health screenings, pregnancy testing and linkage to prenatal care, nutritional counseling, reproductive counseling for women of child bearing age,
vaccinations, condom distribution, safe s*x education, safe injection practices, wound care, drug overdose prevention and reversal.

The ARCH nurses co-located at SAP sites offer the following:
• HIV and viral hepatitis testing and counseling with linkage to medical care;
• Condoms;
• Referral and linkage to medical care, mental health and social services, including drug
treatment;
• Overdose prevention education and access to Naloxone;
• Safe disposal of injection equipment education;
• Safe injection practices and wound care.

The New Jersey Department of Health SAPs are based on the recommendations by the Centers for Disease Control and Prevention (CDC) and U.S Department of Health and Human Services (HHS)¹ and are established under the “Blood Borne Disease Harm Reduction Act” (P.L. 2006, c.99). The State of New Jersey Syringe Access Programs are currently operated in seven municipalities which have established local ordinances to allow SAP operation: Atlantic City, Camden, Jersey City, Newark, Paterson, Asbury Park and Trenton.

What is :

PrEP is an HIV prevention strategy in which HIV-negative people take anti-HIV medications before coming into contact with HIV to reduce their risk of becoming infected. PrEP works by blocking HIV reverse transcriptase enzymes and preventing them from duplicating and infecting the body.

Medication & Effectiveness:

A PrEP prescription consists of one pill daily. Taking PrEP medicine is critical in protecting you from getting HIV. For PrEP to work, you need to have enough medicine in your body. If you miss doses, you make it harder for the medicine to protect you. Results show that people who took their PrEP medication every day reduced their HIV risk by more than 92%.

Things to Consider:

~ PrEP is a tool for protecting yourself from HIV, however no method offers 100% protection.
~ While taking your PrEP medicine, you should also reduce your exposure to HIV by using:
~ Condoms during s*x
~ Clean injection equipment if you inject drugs
~ People who use PrEP must take the medicine every day and return to their health care provider and PrEP Counselor every 3 months for a follow-up and prescription refills.
