: The ERS tools require that materials be accessible to children for one hour during the three hour observation period. This 60 minute period does not have to occur at one time and can be a combination of times throughout the three hour observation. For example, if children are given 30 minutes at the beginning of the observation and another 30 minutes towards the end of the observation to access materials independently, this can be counted as 60 minutes of accessibility.
