Department staff will present proposed regulatory amendments to revise the literacy coursework and/or clinical experience requirements in teacher preparation programs that focus on literacy instruction to ensure that candidates are prepared to teach evidence-based literacy instruction, and to make corresponding changes to the SWD (Birth-Grade 2) and SWD (All Grades) certificate requirements.

Department staff will present a proposed addition of section 59.17 to the Commissionerโs regulations to authorize the Department to grant Temporary Charitable Practice Authority for individuals licensed and in good standing in another jurisdiction to provide uncompensated professional services within New York State for charitable, humanitarian, educational, public health, or community service purposes that address professional workforce shortages or unmet service needs affecting underserved populations.
