Dear Friends,

Even though election results are still unofficial – Boylston voted in favor by a significant margin, 1503 Yes to 1052 No, to adopt the Community Preservation Act. Voter turnout was impressive....2626 residents voted in this election...64.22% of the town's registered voters.
On behalf of the Boylston Community Preservation Coalition, thank you for voting YES on CPA!

We are looking forward to joining the other 189 communities in the state that are benefiting from CPA funds and improving their communities. We urge you to consider becoming a member of the Community Planning committee that will be formed in the new year.

Bob and Cathy Richard own a home on Main Street in Boylston and support the CPA. Their assessed home value is $390,000. This means that after the $100,000 CPA proposed exemption, Bob and Cathy would pay $30 a year if CPA is adopted.

There is no way to stop developers if they meet our zoning requirements…except by conserving the land as open space. Berlin is spending over $300,000 to conserve 125 acres on Linden St. They are using Community Preservation Funds. We need to adopt the Community Preservation Act (CPA) now so we can conserve what we love about Boylston.

If Boylston had adopted CPA in 2001, when the program was enacted, we would have collected more than $1,000,000 for our Community Preservation Fund. The Fund would have received state matches totaling $487,380.
That $1,487,380 would have supported local community preservation project opportunities, which instead were lost, delayed, or made more expensive.

Why Adopt CPA Now?
Today, there is no shortage of new, potential community preservation projects across our town. But our town budget is more constrained and less able than ever to pay for these projects.

Who is exempt from CPA? Seniors and low-income residents are exempt from the CPA surcharge.

A senior with an annual income of $80,080 or less can apply for an exemption. Two seniors sharing a home making less than $91,520 can also apply for an exemption.

Low income residents are also eligible for an exemption.

The CPA proposal is fiscally responsible. It takes advantage of a state law that comes with partial state funding. Boylston would keep local control through Town Meeting.

It is fair: the price is small, with full exemptions available for moderate-income seniors. For one senior, that’s an income less than $80,080; for two seniors, an income less than $91,520. Low income households also receive a full exemption. A family of 4 with an income less than $91,520 would be exempt.

It is smart: together, we can preserve Boylston’s character, improve the opportunities for active and passive recreation, and decide as a community the types of Open Space, Recreation and Preservation we want to invest in.
Voting Yes on Question 5 is a smart way to safeguard quality of life in Boylston.

Want to see a great example of how CPA funds can be used to for projects that benefit recreation? This Grafton project was proposed by the Lions Club and will create accessible public bathrooms at Dauphinais Park.
Projects like these that are important to communities because open space benefits everyone, especially those who may not have access to their own personal yard and green space. However, these projects may not receive the highest priority at town meetings and can get bumped year over year.
Communities that have CPA can build up funds for this purpose, especially because of the State match. Boylston can build its funds too, but we must vote YES on Question 5 to adopt CPA!
