Solutions Conference 2017 Speaker Line Up
James Gallini
James Gallini is an innovator in the area of Special Education and Civil Rights law by looking at representation and strategy in a new and unique way. He has never accepted the idea that the way things are currently done is the only way, the best way or the most efficient. Mr. Gallini has proven his willingness to challenge the various branches of government and fight in ways that few are able or willing to do. By using and replicating this tenacious approach, his firm has changed outcomes for his clients, improved conditions in public school classrooms, secured training and supports for our educators, and protected students from excessive punishment within the education and judicial system.
Through his own experiences with his special needs daughter, James has developed a keen understanding of the need to balance right action with maintaining a positive working relationship with the public schools.
James is a member of the Alabama State Bar, United States District Court – Northern Alabama, United States District Court – Southern Alabama, United States 11th Circuit Court of Appeals and the Council of Parent Attorney Advocates (COPAA). He has successfully argued before the 11th Circuit Court of Appeals, setting precedent. James is a national trainer on the subject of special education law for parents and educators and on constitutional and public policy issues. He has been featured on the national talk show The Doctors, in Esquire Magazine, and many news outlets, both print and television, for his excellence in advocacy.
He earned a Bachelor of Arts in History from the University of Texas at Arlington and a Juris Doctorate from Birmingham School of Law, where he has also served as an adjunct professor in the area of Special Education Law. Immediately following passing the bar, James founded his own law firm, The Gallini Group, LLC, that has currently grown beyond Alabama into the states of Tennessee, Georgia, Texas, and soon to be Nevada.

Dustin Chandler
Dustin Chandler is a former, certified police officer in the state of Alabama with special expertise in narcotics investigations and tactical operations. During Dustin’s nearly decade-long career he served in different enforcement and tactical units such as a Special Operations Group which focused solely on street crimes. Dustin also worked in tandem with the United States Marshal Service’s Gulf Coast Regional Task Force in 2008 during Operation Falcon. Dustin is ready to put to work his ability to connect with law enforcement and public safety audiences supported by objective and creative information, insightful presentation skills and experience in law enforcement at training facilities throughout Alabama.
In 2012, Dustin’s second child, Carly, was diagnosed with a devastating neurological and seizure disorder called CDKL5. CDKL5 is a rare X-linked genetic disorder that results in early onset, difficult to control seizures, and severe neuro-developmental impairment. CDKL5 stands for cyclin-dependent kinase-like 5, and is located on the X chromosome. Most children affected by CDKL5 suffer from seizures that begin in the first few months of life. Many cannot walk, talk or feed themselves, and many are confined to wheelchairs, dependent on others for almost everything in life. CDKL5 mutations have been found in children diagnosed with Infantile Spasms, West Syndrome, Lennox-Gastaut, Rett Syndrome, cerebral palsy and autism. Dustin has served as a volunteer on the board of directors for the International Foundation of CDKL5 Research.
Since Carly’s diagnosis, Dustin’s life changed dramatically. Dustin became a full time advocate for children and adults with disabilities. He understands the vulnerabilities special needs population’s face in our society. In 2014, Dustin started and led a statewide effort in Alabama to legalize the use of High CBD and Low Thc Oil for the treatment of refractory Epilepsy. The legislation known as Carly’s Law, will allow the use of CBD Oil in Alabama to qualifying patients, children and adults. The University of Alabama at Birmingham (UAB) will conduct the study of the use of CBD Oil and will be able to prescribe the medication to patients. Carly’s Law is the first bill of its kind to pass unanimously in the Alabama House or Senate.
Dustin also believes in true inclusion and acceptance for all individuals with special needs and disabilities. He is general coordinator of a project aimed at bringing to Alabama the first community built and community funded all-inclusive playground, Carly’s Clubhouse. The fully customized clubhouse will allow true “shoulder-to-shoulder” play for all children regardless of their capabilities.
*Dustin will discuss the importance of building positive relationships between educators and parents and the tools to do so to ensure all children can reach their full potential. He will discuss his advocacy for inclusion of children and adults with disabilities and ways to make it happen. Dustin will also share about his unique training program and the importance of law enforcement having actual knowledge and understanding of individuals with disabilities and how to interact with them appropriately.
