In cataloging the first-ever analysis of state investments in short-term credentials, we considered several key benchmarks, including:
β’ Whether and how states clearly define short-term credentials to help establish a consistent
understanding of these programs;
β’ Whether policies are equity-centered in design and delivery, ensuring that diverse populations have equal access to these valuable learning opportunities;
β’ Revenue sources and sustainability to understand how states allocate funds and maintain ongoing support; and
β’ Whether states commit to an assurance of value or quality, demonstrating a dedication to providing
impactful, high-quality programs to learners.
What we found were 59 programs in 28 states with almost $4 billion in funding.
States have put almost $4B into short-term credentials - Work Shift
Twenty eight states have invested in short-term credentials with a focus on their ability to boost employment and local economies, according to a first-of-its-kind analysis.

States have invested at least $3.81 billion in short-term credential pathways, but despite the rapid proliferation in funding and growing demand among students, institutions, and employers little is known about these investments without any systematic cataloging or analysis of the quality of these programs and investments. HCM created the first comprehensive classification system of direct, sustained state funding for short-term credential programs with a a particular focus on quality and equity.
