they :
1. are less privileged
2. have earned a marginal but passing grade of "C"
3. have made a continuing honest effort and sincere commitment to complete their higher education or certification program and
4. do not have personal access to the resources necessary to purse their educational goal



Why are we seeking to serve Less- Privileged Marginal Students? Because, while they compromise the largest of the three academic groups ( those who receive a "C" or below rather than an "A" or "B"), they are virtually overlooked when it comes to scholarship aid. In fact, many programs do not provided for students who are passing with grades of less than "A" or "B". Receiving a "C" could easily be attributed to the impact of circumstances related to being less privileged. Surely, the circumstances surrounding Phillip Frederick and Ida Haynes for whom this program is named marked them with the negative impact of being "less privileged". How Are We Seeking to Serve Less Privileged Marginal Students? By soliciting donations and memberships and conducting special fund raising programs. HFSF is also an approved local agency of the Combined Federal Campaign (CFC) of the National Capital Area, and thus eligible for a proportionate share of the contributions made toward that effort and 100% of the contributions made to CFC that specify HFSF as the benefactor. Why Should You Support This Scholarship Program? Because it is directed at a very large group of deserving students who are denied access to most of the available scholarship funds even though they are earning passing grades. Most of the scholarship aid available is for students earning grades of "A" or "B". America needs to develop all of its human resources to the maximum. We must make opportunities available to the "late bloomers". the "slow achievers" and/or the delayed but motivated "high achievers" and leaders often found in this group.
