OECD Asks Center for White Paper on U.S. Experience Renegotiating P3s
The International Transport Forum (ITF) of the Organization for Economic Cooperation and Development (OECD) has asked staff of the Transportation P3 Policy Center to write a White Paper on U.S. experience with the renegotiation of P3s. ITF has now decided to hold a Roundtable on the topic at the Center in Arlington in October, at which the White Paper will be presented.

Virginia’s Koelemay joins Center’s Advisory Board
J. Douglas Koelemay, Director of the Virginia Office of Transportation Public Private Partnerships (OTP3), has joined the Transportation P3 Policy Center’s Advisory Board.
Before being appointed to lead OTP3 by Virginia’s Secretary of Transportation, Aubrey Layne, Koelemay was an executive with SAIC, Qorvis Communications and the Northern Virginia Technology Council. He served as the Northern Virginia Representative on the Commonwealth Transportation Board from 2006 to 2012 as an appointee of Gov. Tim Kaine.
In 1993 Koelemay authored “Financing the Future: Report of the Commission to Promote Investment in America’s Infrastructure,” a charge of the 1991 federal ISTEA legislation. Commission recommendations sparked adoption of TIFIA, private activity bonds and other alternate financing tools.
Koelemay has worked as a journalist; as a Foreign Service Officer in the U.S. Department of State, Malawi, Barbados and Geneva; and as a legislative assistant to former U.S. Rep. Robert Mollohan (D-WV) and U.S. Sen. Frank Lautenberg (D-NJ).

Center Launches Library of P3 Resources
Mason’s Transportation P3 Policy Center has launched an online library of research and resources on public-private partnerships (P3s), helping stakeholders worldwide access P3 information 24 hours a day/7 days a week.
The library will be developed in three stages:
1. A database of known resource documents, many of which are available online.
2. An online “reading room” with links to most documents in the library, for immediate download and review.
3. A searchable database or knowledge management system through which topics can be cross-referenced and like subjects explored.
Currently populated with more than 250 documents, the collection will grow from additions of existing resources and from scholarly work completed in the United States and abroad.

Center Briefs New House T&I P3 Panel
Mason Transportation P3 Policy Center staff briefed the special Panel on Public-Private Partnerships of the U.S. House of Representatives Committee on Transportation and Infrastructure on Thursday, March 20, 2014 in Washington, D.C . Center Director Jonathan Gifford and Center consultant Porter Wheeler addressed Committee staff regarding P3s in highways, transit, aviation, maritime, rail, economic development and water, with a particular focus on financing, contracts and best practices.
