Naval Academy has hosted a gathering of undergraduates from around the United States and the world who come together in the spring to discuss a theme from current global affairs. The Naval Academy Foreign Affairs Conference (NAFAC) has grown to be the leading undergraduate conference in the country. Have you met our Director, Caroline Finley?

Caroline Finley is an Honors Political Science major at the United States Naval Academy. Her research focuses on alliance theory in world order politics, examining specifically the future of the transatlantic partnership in the United States’ grand strategic shift to the Pacific.

A great deal of her pursuits are inspired by her work with the Secretary of the Navy’s International Affairs Division at the Pentagon. She is additionally the 2022 Calcagno Scholar, selected for exhibition of academic and professional excellence and leadership in furthering diversity, equity, and inclusion at the Naval Academy.

Upon commissioning, Caroline will pursue a Master of Public Policy in Global Affairs at the Jackson Institute for Global Affairs at Yale University. After completing her graduate studies, she will report to Naval Air Station Pensacola to begin training as a Naval Flight Officer. She is a proud native of New Orleans, Louisiana, and hopes to pursue a career in foreign policy.

To kick off the first full day of NAFAC 2022, our international audience was able to discuss complex modern issues with a great lineup of experts:

During the day, guests also had the opportunity to attend tours of the Yard, an international gift exchange, round tables, and an ice cream social!

Since 1960, members of NAFAC staff have graduated to lead Sailors and Marines.

Today, we highlight Lieutenant Colonel Amy McGrath. She directed the 1997 NAFAC Conference during her time as a midshipman. The theme that year was "The Struggle for Democracy".

After her graduation from the Naval Academy, she went on to lead a distinguished career in public service. LtCol McGrath flew 89 combat missions in Iraq and Afghanistan and became the first woman in the Marine Corps to fly a combat mission in an F/A-18.

Over past months, several members of NAFAC staff have had the privilege of attending the 2021 Global Security Forum in Hartford, CT, the Academy Assembly hosted by the U.S. Air Force Academy, and the Student Conference on U.S. Affairs, hosted by the U.S. Military Academy at West Point. Each conference focused on different aspects of U.S. and international affairs, ranging from challenges in the space and cyber domains, to public health and the Biomedical Revolution. As we prepare for the challenges facing future generations, the NAFAC team is very grateful for the opportunities to collaborate with the undergraduate community, and learn from the leaders shaping global affairs today. The NAFAC team is excited to announce the 2022 theme.

The world order faces challenges in the 21st century that no single actor can overcome alone. Truly transnational, emerging challenges— a shifting climate, growing refugee populations, the integrity of global health infrastructure, and the expanding cyber domain— introduce a new level of complexity that traditional instruments of state power are hard-pressed to manage. This, coupled with the rise of revisionist powers and an increasing trend toward authoritarianism, has generated tremendous pressure for the liberal world order. Democracies across the globe grow steadily more stressed. The fabric of trust that necessarily underpins the cooperation and stability of the rules-based world order is increasingly under strain.

The United States no longer enjoys its position as the unrivalled head of the liberal world order. This presents new challenges as it seeks to advance national interests and defend core values. As authoritarian states gain strength, what role do liberal values play in bolstering trust among the world’s democracies? Is it possible for traditional allies to advance their own security and prosperity while sufficiently balancing commitments to their partners?

The tension between values and interests is testing longstanding U.S. partnerships with like-minded allies. Strengthening the strategic concordance that underpins these partnerships has become paramount. The conference will explore what it takes to achieve sustainable alignment between values and interests when constructing partnerships to respond to 21st century challenges. The ability to defend the integrity of these partnerships, across a range of values and interests, could dictate the ultimate success of the liberal world order; and, most notably, the fate of the United States at its head.
