The act of conveying this letter of appreciation is not merely a matter of protocol. It represents a principled expression of the decency, dignity, and moral values of our Nation.

Everyone!
We have submitted additional evidence, together with a list of 146,760 supporters, to the Office of the Prosecutor of the International Criminal Court (ICC), seeking accountability for alleged crimes committed by Thai military and political leaders against the sovereignty of Cambodia and the fundamental rights of our people.
The submitted evidence documents, inter alia:
👉 Psychological harm and fear inflicted upon schoolchildren following military attacks and bombings
👉 Military incursions and infiltration into Cambodian villages and civilian homes
👉 Civilian suffering, injuries, and loss of life
👉 Destruction of civilian property and homes
👉 Pillage and theft of civilian property, prohibited under international law
👉 Unlawful sieges and restrictions preventing civilians from returning to their homes
👉 Attacks against civilian targets and sites protected by international law, including monasteries, schools, hospitals, and ancient temples.

The pursuit of justice is neither short nor easy. It is a long and narrow path, requiring patience, unity, and resolve.
Even when hope appears limited, our commitment to justice remains firm.
Whatever the outcome, we will accept it with dignity and respect for international law.

This means that our submission will be reviewed and considered in accordance with the Rome Statute. We may also continue to submit additional information or evidence regarding alleged crimes committed by Thai military and political leaders against our homeland and our people, in line with ICC procedures.

Our actions are guided by love for our homeland, deep concern for our people, and a firm commitment to justice, honor, dignity, and the future of our Nation.

We seek justice for our nation, not revenge.
Our people need peace, not war.
Our children need education, not fear.

Cambodia is a small nation, yet the honor and dignity of our people are profound. We each bear a responsibility to contribute, according to our respective abilities, to the defense of our homeland, so that our fellow citizens and future generations may live in peace, stability, and enduring national pride.

We have submitted a formal letter of protest to the U.S. House of Representatives and the U.S. Senate regarding Thailand’s unlawful use of U.S.-origin weapons in its recent incursion into Cambodian territory, resulting in serious harm to innocent Cambodian civilians.

While this action may not immediately halt Thai military operations, it serves as a critical step in notifying the international community of Thailand’s violations of Cambodian sovereignty and the grave consequences borne by our people. It also reinforces Cambodia’s position in ongoing diplomatic and legal efforts.

Cambodia is a small nation, yet the honor and dignity of our people are profound. We each bear a responsibility to contribute, according to our respective abilities, to the defense of our homeland, so that our fellow citizens and future generations may live in peace, stability, and enduring national pride.

Dear Cambodian-Americans,
In this painful moment for our beloved motherland, I call upon all of us to stand together. Please continue writing letters and petitions to our state representatives, Senators, and the U.S. government. Let us urge them to focus their attention on the crisis Cambodia is facing and to press Thailand to honor the Cambodia–Thailand Peace Declaration—a promise made for peace.

This is one of the most meaningful acts we can take for our homeland, even from afar.
For when our people suffer, we suffer.
When our land trembles, our hearts tremble with it.
No matter where we live, we remain Khmer—bound by the same roots, the same history, and the same unbreakable love for our nation.

👉 Continue to remain actively engaged in this matter
👉 Continue conducting regular visits to our 18 Cambodian soldiers
👉 Ensure that our soldiers maintain contact with their families
👉 Maintain confidential bilateral dialogue with both parties to the conflict

He also reaffirmed that the ICRC carries out its mandate with strict respect for humanitarian principles—impartiality, neutrality, and independence—in full accordance with the Geneva Conventions.
