"On Tuesday, the New York Fed will release its monthly Survey of Consumer Expectations. It’ll provide some of the data points the central bank’s Open Market Committee will use to decide whether to raise interest rates to tamp down inflation."

In today’s Policy Note, “Treasury Buybacks: Much Ado About Nothing: How Central Bank Policy, Not Bond Markets, Sets Government Borrowing Costs”, Levy Scholars Yeva Nersisyan and L. Randall Wray argue that it is the Fed that holds sway over interest rates, while Treasury buybacks have limited power to move the needle.

In other words, the market may set the price, but the Fed sets the tone.

Levy President, Pavlina Tcherneva, examines how public finance was captured by private interests during the 2008 bailouts, pandemic-era fiscal transfers, and the shift towards industrial policy that followed.

The paper traces how and why this “whatever it takes” commitment to capital became possible, and argues that the same logic must be extended to financing democratic priorities.
