Under the general direction of an administrator, manager, or designee, the District Manager, Benefits is responsible for the administration, coordination, and oversight of all employee leave of absence and workplace accommodation programs. The Manager ensures compliance with federal, state, and local laws, collective bargaining agreements, and organizational policies, while delivering timely, accurate, and empathetic service to employees and managers.

The District Manager, Benefits serves as the primary subject-matter expert (SME) and point of contact for complex leave and accommodation matters, partners closely with Payroll and HR colleagues, and provides training and guidance to supervisors and leadership. The Manager requires a high degree of discretion, independent judgment, and expertise in employment law, particularly within a California and unionized environment.

Big thank you to Cypress Mayor Leo Medrano for attending the NOCCCD Board of Trustees meeting last night to talk about the partnership between the city and Cypress College.

Mayor Medrano has been a wonderful supporter of Cypress College during his first term as Mayor on the City of Cypress City Hall, having previously served as a Cypress City Commissioner.

A native Southern Californian, Mayor Medrano holds multiple degrees from Stanford and UCLA. He honorably served in the U.S. Navy before working for various tech companies and later in finance for both public and private companies. His mother was a public school employee, and his father was a U.S. Postal Service letter carrier and U.S. Navy veteran.

Mayor Medrano volunteers with the Kiwanis Club of Cypress and is a member of the Cypress Chamber of Commerce and Friends of Cypress Library. He has two sons—one attends Cypress High School, and the other is a CHS alum currently attending UCLA.

NOCCCD appreciates the ongoing relationship with the City of Cypress and hopes to expand partner projects during Cypress College’s 60th Anniversary celebration!

The Assistant Director, Enterprise Application Services, provides Enterprise Applications Services leadership and technical oversight to ensure efficient, secure, and reliable operations of District-wide application services. This position is responsible for overseeing software integrations and leading a professional team supporting academic and administrative technology needs. They will serve as a liaison to functional departments, vendors, and external partners to align technology solutions with institutional priorities.

This position values service quality, collaboration, innovation, and continuous improvement across a complex, multi-campus environment.
