SB 623 has provisions that genuinely work, and provisions that create real, unintended harm for providers.

Treating the whole law as either good or bad misses the point.

The smarter move is to treat it like what it actually is: a bill with a few specific problems that need specific fixes.

That's the strategy: a surgical strike. Keep what's protecting patients and providers.

Correct what's hurting them.

Leave the rest of the compromise intact instead of fighting to tear it all down.

It's a more targeted approach, and a more realistic one.

You don't need every stakeholder to admit defeat to get the outcome providers actually need.

SB 623 isn't something to react to. It's something to understand, so you're never caught on the wrong side of it.

Knowing which parts of this law are actually reasonable helps you use them, and gives you solid ground to push back on the parts that aren't.

The providers who come out ahead won't be the ones who fought the hardest. They'll be the ones who understood the law better than everyone else in the room.

PHYSICIANS MOST EXPOSED TO MALPRACTICE SUITS

The good news is there appears to be a decline in overall filings, few repeatedly sued, and the majority involve surgical procedures.

Sixty-three percent of OB-GYNs and general surgeons have been named in a malpractice lawsuit, according to a new report from Medscape.

Across all specialties, 33% of physicians said they had been a sole defendant, a co-defendant, or both in a malpractice suit. That included 34% of specialists and 31% of primary care physicians.
Medscape’s “Physicians and Malpractice Report 2026,” published Sept. 22, collected data from more than 1,100 full- and part-time physicians across nearly 30 specialties.

Here are five things to know:
1. Surgical and procedural specialties have the most exposure.
2. Physicians in the North are sued most often.
3. Fewer sued physicians are repeat defendants.
4. Malpractice worry has eased.
5. More physicians rarely or never worry. F

Time for Fun Fact Friday!

Did You Know? ... Nature built a nuclear reactor 1.7 BILLION years before humans did?
In 1972, scientists analyzing uranium from Gabon, Africa noticed something strange: some of the uranium-235 was missing. Turns out, nature had already used it.

About 1.7 billion years ago, uranium deposits there were naturally producing nuclear fission. Even crazier, groundwater created a natural on-and-off system. Evidence suggests the reaction would run for about 30 minutes, heat up and shut itself down, cool for roughly 2½ hours, then start all over again and continued for hundreds of thousands of years.

No engineers. No computers. No control room.

Nature figured out nuclear power AND an automatic shut-off system 1.7 billion years before we did.

Apparently, we're not nearly as clever as we think.

A change that starts in one state can become a conversation somewhere else.

That's why providers should keep an eye out...

• Are medical liens becoming a legislative focus?
• Are reimbursement benchmarks changing?
• Are referral relationships receiving greater scrutiny?
• Are documentation requirements expanding?
• Are patient access issues being discussed?
• Are funding models changing?
• Are professional associations actively engaged in these conversations?

SB 623 may stay limited to California. Or its concepts could be studied, modified, and eventually appear in other states. Legislation rarely travels intact.

If you're outside California and tuning this out because it "doesn't apply to you," that's exactly the mindset this series is pushing back on. Compliance, documentation, technology, reimbursement, and risk management are moving targets everywhere, not just in states with rideshare-specific bills.
