Region 16 Education Service Center proudly announces Monty Hysinger, Superintendent Emeritus of Dumas Independent School District, as the 2026 Region 16 Superintendent of the Year.
Mr. Hysinger will represent Region 16 in the Texas Association of School Boards' annual Superintendent of the Year award program, which has recognized exemplary superintendents for excellence and achievement in educational leadership since 1984.
“Superintendent Hysinger is a phenomenal educator whose passion for student success makes him the perfect choice for Region 16 Superintendent of the Year,” said Tanya Larkin, Ed.D., Region 16 Executive Director. “He has poured his heart into Dumas ISD, driving innovation and leaving a profound mark on our entire region. We are honored to have him carry the banner for Region 16 on the state stage; he represents the very best of what public schools can be.”
Candidates are chosen for their exemplary and visionary leadership toward improving student performance, strong leadership skills, dedication to improving educational quality in their districts, and commitment to public involvement in education. Superintendents from any of the state’s 1,200 school districts are eligible for nomination by their school boards. Local nominees are submitted to a regional selection committee, which chooses one nominee to send to a state selection committee.
The TASB state selection committee will interview all regional winners in August and select five state finalists. The Superintendent of the Year will be announced in October at txEDCON25.

Bill Alexander, Memphis ISD Superintendent, and Leigh Ann Hawthorne, MISD Director of Curriculum and Instruction, presented to educators from across the state at the Teacher Incentive Allotment conference in San Antonio earlier today.
Memphis ISD currently has 30 TIA designated teachers, and they are set to award $694,203 to these teachers this summer. Way to go, Memphis!
