Community Services for Children Community Services for Children (CSC), a leader in early education, serves the most at-risk children and their families in the Lehigh Valley. Who is CSC?

Specific programs include Head Start/Early Head Start & Pre-K Counts classes and Early Learning Resource Centers. CSC believes all children deserve a chance to succeed in school, and the path to success begins in early childhood within a nurturing family. CSC is a leader in early education and family development, promoting quality and innovative practices that affect the lives of 40,000 children a

nnually in 17 counties of northeastern Pennsylvania. Founded in 1981, CSC is committed to ensuring that children enter school ready to learn and their families are prepared to assist them. We provide early learning and child care support services to young children and their parents, low-income families and child care providers. Programs & Services:
• Directly provide Head Start, Early Head Start, PreK Counts preschool
• Administer the Keystone STARS program to improve child care quality through the Northeast Regional Key
• Administer subsidies to help low-income families access child care through the Child Care Works program in Lehigh County
• Provide professional and parenting education through Early Education Academy

CSC is the sole provider of Head Start in Northampton and Lehigh counties, which has been in operation since 1965.

📢 The future of Head Start is an important conversation—and there is still an opportunity to be part of it.

The Administration for Children and Families (ACF) has proposed updates to the Head Start Program Performance Standards. These proposed changes could impact the way Head Start programs provide services and support to children, families, and communities across the country.

The proposed updates address a wide range of areas, including education, health, family engagement, eligibility, staffing and teacher-child ratios, Policy Council, disability services, and more.

But there is an important distinction: these are proposed changes, not final regulations.

🗣️ A public comment period is currently open through October 6, 2026, giving Head Start families, staff, educators, community partners, and advocates a chance to share their experiences, concerns, and perspectives.

Our Scranton Early Learning Resource Center had a wonderful time attending a Children’s Career Fair sponsored by Outreach – Lackawanna County! 💙 We enjoyed engaging with children, sharing information about the work we do, and helping them learn about the many possibilities that await them in the future. 👩‍🏫👨‍🚒👩‍⚕️

It was so wonderful to welcome all of our preschool program staff back for the 2026–27 school year! 💙 We’re excited for another year of learning, growth, and connection—and we can’t wait to welcome all of our children into our classrooms! 🥰

Our Education Pre-Service meeting is an important time for our team to reconnect, share updates, refresh our knowledge, and prepare for the year ahead. Together, we’re getting ready to make this a wonderful year for the children and families we serve! 🌟🍎
