Seth Altman was arrested Friday at Union Gospel Mission in Fort Worth. Altman, 33, had been on the run for three weeks, accused of shooting Memphis Police Chief Rex Plant on Oct. 3. The manhunt ended when Altman was spotted by a security guard at the homeless shelter."
