District 23 serves the Toastmaster clubs in New Mexico, West Texas & the Oklahoma Panhandle.

Toastmaster clubs in New Mexico, West Texas & the Oklahoma Panhandle provide adult education in an experiential setting.

While there were no active clubs in that area, that part of District 23 in SW Texas before June 30, 2025 is now included in District 55. Clubs that form in that area, will become part of Diatrict 55.
